لازم است در مورد مطالب تیتر “بازنشستگان مرفه می شوند؟” روزنامه جام جم به تاریخ ۱۴ مرداد ۹۹ خ به شماره ۵۷۲۳ نکاتی را به عرض تان رسانده شود .
منوچهر آقا بیگی / معلم بازنشسته / آموزش و پرورش ناحیه ی یک کرمانشاه

روزنامه ها رکن چهارم دمکراسی هستند و در بیشتر کشورها صدای رسای جامعه می باشند و هر سال روزنامه نگاران نترس و شجاعی به دست گروه های اقتدارگرا کشته ، راهی زندان و یا به شدت ضرب و شتم می شوند ولی به هیچ عنوان از رسالت آزادگی خود دست نمی کشند تا بلکه زورمندان نتوانند حق و حقوق مردم را زیر پا بگذارند .

شور بختانه روزنامه ی شما سیزده سال است چشم بر روی حقایق بسته و این همه مطالبه گری بازنشستگان را که در سرما و گرمای جانسوز زمستان و تابستان  از استان های دور دست خودشان را به در مجلس ، سازمان برنامه و بودجه ، وزرات رفاه و … می رساندند ، نادیده گرفته است!

حال که دولت می خواهد بازنشستگان را که سال هاست زیر خط فقر زندگی کرده و با سیلی صورت شان را سرخ می کنند و شرمنده زن ، فرزند ، داماد ، عروس و نوه و نتیجه های شان هستند به خط فقر برساند، روزنامه شما با دعوت از کارشناسان درجه چندم ، در این راه سنگ اندازی می کند ! به قول معروف هنوز نه به دار است و نه به بار ! رییس سازمان برنامه و بودجه قولی داده است معلوم نیست تا چه حد به آن عمل شود!

جای شوربختی دارد که روزنامه تان مصوبه های دولت و مجلس را پیگیری نمی کند و کارشناسان را به آسیب شناسی اجرا نشدن این مصوبه ها فرا نمی خواند !

لازم است به عرض شما و کارشناسان محترم تان رسانده شود مواد قانونی زیر از سال ۸۶ تا الآن اجرا نشده اند! از شما می خواهیم این قانون شکنی ها را در روزنامه تان انعکاس دهید و از دولت به عنوان مجری و مجلس به عنوان ناظر بر اجرای درست قوانین دلیل اجرا نشدن مواد زیر را جویا شوید :

۱ – ماده 64 – نظام پرداخت کارمندان دستگاههای اجرائی براساس ارزشیابی عوامل شغل و شاغل و سایر ویژگیهای مذکور در مواد آتی خواهد بود. امتیاز حاصل از نتایج ارزشیابی عوامل مذکور در این فصل ضرب در ضریب ریالی، مبنای تعیین حقوق و مزایای کارمندان قرار می‌گیرد و برای بازنشستگان و موظفین یا مستمری بگیران نیز به همین میزان تعیین می‌گردد.

۲ – ماده 85- دستگاههای اجرایی مکلفند در چهارچوب بودجه‌های مصوب و آئین‌نامه‌ای که به تصویب هیئت وزیران می‌رسد، کارمندان و بازنشستگان و افراد تحت تکفل آنان را علاوه بر استفاده از بیمه پایه درمان، با مشارکت آنان به صورت هماهنگ و یکنواخت برای کلیه کارمندان دولت تحت پوشش بیمه‌‌های تکمیلی قرار دهند.

۳ – ماده 109 – از تاریخ تصویب این قانون حقوق کلیه بازنشستگان، وظیفه بگیران یا مستمری بگیران صندوق های بازنشستگی کشوری و لشکری که تا پایان سال 1385 بازنشسته یا از کارافتاده و یا فوت نموده‌اند در صورتی که کمتر از حاصل ضرب ضریب ریالی که با توجه به شاخص هزینه زندگی در لایحه بودجه سالیانه پیش‌بینی می‌گردد.

۴ – ماده 112- سازمان مدیریت و برنامه‌ریزی کشور و وزارت رفاه و تامین اجتماعی مکلفند، آئین نامه نحوه تطبیق و تعیین حقوق بازنشستگان، موظفین یا مستمری‌بگیران آن دسته از دستگاه‌های اجرائی که مشمول قانون نظام هماهنگ پرداخت مصوب 1370 نبوده‌اند را با جدول بند «الف» ماده (109) این قانون و احکام مربوط تهیه و حداکثر ظرف مدت سه ماه از تاریخ تصویب این قانون به تصویب هیات وزیران برسانند.

۵ – ماده 125- ضرایب حقوق مذکور در فصول دهم و سیزدهم به تفکیک هر فصل، متناسب با احکام این قانون در اولین سال اجرا پانصد ریال تعیین می‌گردد و در سالهای بعد حداقل به اندازه نرخ تورم که هر ساله از سوی بانک مرکزی اعلام می‌گردد، افزایش می‌یابد.

۶ – ماده ۳۰ برنامه ۵ ساله ششم توسعه – دولت مکلف است بررسی‌های لازم جهت برقراری عدالت در نظام پرداخت ، رفع تبعیض و متناسب‌سازی دریافت‌ها و برخورداری از امکانات شاغلین، بازنشستگان و مستمری‌بگیران کشوری و لشکری سنوات مختلف را انجام دهد و در جهت تصویب در مسیر قانونی قرار دهد و اجراء نماید.

۷ – برنامه پنجساله ششم توسعه جمهوری اسلامی ایران درماده ۱۱۲ به منظور جبران عقب ماندگی های استان های مناطق عملیاتی دفاع مقدس -بند پ- دولت را موظف به جبران عقب ماندگی ها و ارتقای شاخص های برخورداری مناطق این ماده اختصاص دهد ولی شوربختانه در -بند ث- این امتیازات را برای شاغلین در نظر گرفته و بازنشستگان فراموش شده اند!

❗لازم است از جناب آقای موسایی پرسش شود چرا به ماده ۱۲۶ ق.م.خ.ک اشاره نمی کند :

“ماده 126- بار مالی هر نوع افزایش یک باره حقوق و مزایای کارمندان و بازنشستگان موضوع این قانون از طریق واگذاری سهام دولتی در بنگاههای اقتصادی قابل عرضه در بورس و همچنین اعمال پلکانی افزایش سنواتی در حد بودجه مصوب سالانه و حداکثر در طول مدت اجراء آزمایشی این قانون تامین می‌شود”

آیا دلایل آقای موسایی همان دلیل پوسیده ی شورای نگهبان که ساعت ها کار مجلس و دولت را با یک جمله ی کوتاه ” بار مالی دارد ” بر باد می دهد ، نیست‌؟

جناب آقای موسایی شما را به خواندن بند ۹ اصل سوم و اصل ۲۹ قانون اساسی سفارش می کنم .

کارشناسان محترم کجا بودند که نمایندگان مجلس حق منطقه جنگی بازنشستگانی را که خود در جبهه و جنگ شرکت کرده بودند نادیده گرفتند و آن را به کسانی دادند که بعضی های شان ۵ سال و حتی بیش تر ، پس از جنگ به دنیا آمده بودند؟

اگر ما این همه کارشناس به معنای واقعی و دلسوز داریم چگونه است امروز در وضعیت اقتصادی نابسامانی به سر می بریم و ارزش پول ملی مان از عراق و افغانستان جنگ زده هم کم تر است؟

در پایان از شما مدیرمسئول محترم می خواهیم بررسی کنید که چند سال است بازنشستگان زیر خط فقر زندگی می کنند؟

یک بار هم صدای بازنشستگانی باشید که برای تامین مخارج زندگی شان در بنگاه ها ، کارخانه ها و ادارات مشغول نگهبانی ، سرایداری و خدمات هستند.

امیدوارم بر اساس ماده ۲۳ قانون مطبوعات پاسخ را در روزنامه تان چاپ کنید.
