فرهنگ متشکل از شیوه زندگی جامعه است و جامعه متشکل از مردمی است که با هم کنش متقابل دارند و در یک فرهنگ سهیم می‌باشند. ما فرهنگ را می‌آفرینیم و فرهنگ نیز به نوبه خود ما را می آفریند.طبیعت انسان همان چیزی است که ما آن را ساخته ایم و آنچه ما می سازیم عمدتاً به فرهنگی بستگی دارد که ما به طور اتفاقی در آن زندگی می‌کنیم. آنچه طبیعی یا غریزی به نظر می رسد معمولاً چیزی بیش از یک محصول فرهنگی در جامعه انسانی خاص و یک زمان معین از تاریخ نمی باشد.( در آمدی بر جامعه، یان رابرتسون) همانطور که مشخص است، آداب و عادات زندگی در کنش متقابل فرد و جامعه ساخته می‌شود. حال بیائید با هم نگاهی به شیوه زندگی و عادات روزمره‌ی مان بیندازیم: در برخورد با فرزندان‌مان که بسیار دوست‌شان داریم و مورد محبت قرار می‌دهیم، از آنجا که نمی‌دانیم در مقابل اشتباهی که از آنها سر می‌زند چگونه رفتار کنیم و همچنین گفتگو و مذاکره با یکدیگر را یاد نگرفته ایم، معمولاً خشن بر خورد می کنیم: کتک زدن، محبوس کردن در اتاق، داد زدن و ناسزاگویی و یا روش های تنبیهی دیگر که خاص هر خانواده می باشد. درست است که فرزندان ما هستند، ولی ملک شخصی ما که نیستند و ما مالک آنها نیستیم که هر طور دلمان بخواهد با آنها رفتار نمائیم. چنین فرهنگ اجتماعی و تربیت خانوادگی تقویت کننده تفکر شهروند درجه دومی است. نگاه درجه دومی را در رفتار با زنان نیز می توانیم ببینیم: زن در مقابل مرد به هنگام بروز اختلاف اگر بخواهد رفتاری مستقل داشته باشد به طور معمول در جامعه مردسالار ما، باز هم به گونه‌ای حقوق انسانی شان رعایت نمی شود و یادمان می رود که ما انسان ها اعم از مرد و زن از حقوق برابر بر خوردار هستیم. در برخورد معلمان با دانش آموزان هم وقتی از معلم یا مدرسه انتقاد می شود، نگرش شهروند درجه دومی عملاً خود را نشان می دهد و چه بسا از شلاق، توهین و تنبیهات مختلف استفاده می شود. نتیجه این آداب خانوادگی، آموزش مدرسه و فرهنگ زندگی در شیوه رفتار بسیاری از مقامات کشوری و لشکری به وضوح دیده می‌شود، بسیاری از منصب داران خود را از مردم بالاتر می‌بینند، بنابراین در مقابل انتقادها، تاب آوری‌ها بسیار پایین است.

هر چند ادعا می‌کنند خادم مردم اند ولی بسته به قدرت و موقعیت‌شان، مردم، سرکوب و از حقوق شهروندی شان محروم می شوند. در مواردی این موضوع را می‌توان به کل جامعه و حاکمیت هم تعمیم داد. به طور مصداقی تشکل‌های صنفی فرهنگیان بهترین نمونه از این دست برخوردهای قهری از سوی حاکمیت است. بسیاری از کانون ها و انجمن های صنفی فرهنگیان بر اساس کمیسیون ماده ۱۰ قانون احزاب، مجوز رسمی از وزارت کشور گرفته و انتخابات خود را با نظارت مستقیم نمایندگان رسمی استانداری ها یا فرمانداری ها برگزار کرده اند. متاسفانه به دلیل ترس واهی بر این گمان که مبادا کنترل این تشکیلات از دست شان خارج شود در سال ۱۳۹۵، مجلس شورای اسلامی، شورای نگهبان و مجمع تشخیص مصلحت نظام دست به دست هم می‌دهند تا قانون مربوط به مجوز این تشکل‌ها، مصوب سال ۱۳۶۰ را تغییر دهند، بدون هیچ جایگزین یا تبصره و ماده جدید ( مستند است). بنابراین تشکل‌های صنفی را از حیطه‌ی مشمولیت قانون احزاب حذف می‌کنند تا تشکیلات صنفی با اصطلاح خودساخته «خلاء قانونی»مواجه شوند. از آنجا که سهم شرکت تعاونی‌ها و اتحادیه‌ها در توسعه کشور ۲۵ درصد پیش ‌بینی شده‌ است، رویکرد سرکوب این نهادهای قانونی در تضاد با روند توسعه می‌باشد. انتخاب روش‌های پیچیده از جانب حاکمیت در حذف نهادهای مدنی مستقل موجب هدر رفت سرمایه، فرافکنی و فرار رو به جلوست تا بدین وسیله مشکلات موجود را که برخاسته از سوءمدیریت و فساد فراگیر هست لاپوشانی کنند. آنانی که مدعی عدالت و کمک به محرومین‌اند ابتدا باید این تعارضات را در درون خود حل کنند و دست از باندبازی جناحی یا فامیلی بردارند و بستر مشارکت واقعی مردم را از طریق شکل‌گیری نهادهای مدنی مستقل فراهم آورند. چراکه در نبود احزاب واقعی انتخابات نمی‌تواند نشان دهنده‌ی میزان مشارکت مردم و برآورنده خواسته های آنان باشد جز اینکه در هیاهوی تبلیغات انسان های سر گردان به هر سویی کشانده می‌شوند. بنابراین راهکار نجات کشور، شکل‌گیری سازمان های مردم نهاد، احزاب، نهاد های مدنی و صنفی مستقل به عنوان ابزار دمکراسی واجرای عدالت است تا مردم با هم افزایی و هم اندیشی آن هم بر پایه‌ی ” آموزش “، سره از ناسره تشخیص دهند و در صحنه اجتماع حضور موثری داشته، نقش خود را بدرستی ایفا کنند. پایان
