«آیین نامه ی کارگروه ارتباطات بین المللی»

 

ماده۱ . تمام کنش هاو تعاملات تشکل های صنفی معلمان ایران که عضو شورای هماهنگی تشکلهای صنفی فرهنگیان کشورهستند درخصوص هرگونه تعامل ، ارتباط، مکاتبه و مراوده، از هر سنخ وشکل آن، با سازمان EI  و دیگر نهادهای صنفی بین المللی،  صرفا ازطریق شورای هماهنگی و براساس این آیین نامه صورت می پذیرد وهر ارتباط یا فعالیتی که خارج از این قاعده صورت بگیرد، تخلف محسوب می شود و فاقد هرگونه وجاهت واعتبار است .

 

ماده ۲. شورای هماهنگی، حق ارتباط وتعامل تشکیلاتی با آندسته از نهادهای بین المللی را دارد که :

الف) ماهیت آنها، صنفی وآموزشی و در ارتباط با آموزش و پرورش باشد.

ب) تعامل با آنها با مفاد اساسنامه شورای هماهنگی تعارض نداشته باشد .

پ) براساس مصوبه شورای هماهنگی و مفاد این آیین نامه باشد .

ماده ۳. مبنای اعتبار تمام مصوبات شورای هماهنگی (به استثنای ماده دوازدهم) در خصوص سایر مفاد این آیین نامه ، رای موافق حداقل سه چهارم اعضای صاحب رای است .

ماده ۴. شورای هماهنگی مکلف است در صورت نقض مفاد ماده ی یک توسط هریک از تشکلهای عضو یا اعضای آنها یا تشکلها و افراد غیر عضو ، در صورت امکان ظرف مدت پانزده روز در فضای حقیقی و در غیر این صورت، ظرف مدت حداکثر هفتاد و دو ساعت در فضای مجازی تشکیل جلسه دهد و ضمن اعلام رسمی تخلف صورت گرفته به فرهنگیان کشور و سازمان EI یا نهاد بین المللی ذیربط، برخورد انضباطی لازم ومتناسب را با فرد یا تشکل خاطی عضو شورا انجام دهد.

لازم به توضیح است رییس شورای هماهنگی مکلف است ظرف هفتاد و دو ساعت در فضای مجازی ، جلسه ی شورای هماهنگی را برگزار نماید و ابتدا امکان برگزاری جلسه در فضای حقیقی را بررسی و معلوم کند . در صورت عدم امکان برگزاری جلسه در فضای حقیقی، در ادامه همان جلسه به تکلیفی که درماده تصریح شده است، عمل نماید.

 

ماده ۵. در صورت لزوم و تصویب اعزام نماینده توسط شورای هماهنگی به EI یا دیگر نهاد های بین الملی، متن هرگونه سخنرانی یا اعلام موضع باید صرفامکتوب باشد و توسط کمیته روابط بین الملل تدوین و به تصویب شورای هماهنگی رسیده باشد.

ماده۶. شورای هماهنگی مکلف است هرساله، در اولین مجمع عادی سالانه ی خود رسما ضرورت ادامه یا قطع ارتباط یا ایجاد ارتباط و همکاری با سازمان EI یا دیگر نهادهای بین المللی را به رای بگذارد. در صورت عدم برگزاری مجمع عادی مزبور، شورای هماهنگی مکلف است در خرداد ماه

درجلسه ی فضای مجازی به این وظیفه مبادرت ورزد .

 

ماده ۷. هریک از رابطان یا نمایندگان شورای هماهنگی برای هرگونه ارتباط و همکاری با سازمان EI یا دیگر نهادهای بین المللی، صرفا درجلسه رسمی شورای هماهنگی (درفضای حقیقی یامجازی) و باکسب  حداقل سه چهارم آرای موافق اعضای صاحب رای شورا برای مدت حداکثر یکسال خورشیدی انتخاب می شوند .

 

ماده ۸. هرگاه گزارش تخلف رابط یا نماینده شورای هماهنگی در EI یا دیگر نهادهای بین المللی، توسط یکی از تشکلهای عضو شورای هماهنگی به بازرسان یا کمیته روابط بین الملل یا هریک از اعضای شورای هماهنگی ارائه شود، این شورا مکلف است مطابق روند زیر اقدام کند :

الف) احاله ی فوری موضوع توسط رییس شورای هماهنگی به کمیته روابط بین الملل برای بررسی و اعلام نظر تخصصی کمیته در شورا.

ب) تشکیل جلسه شورای هماهنگی در فضای حقیقی یا مجازی توسط رییس شورا ، سه تا پنج روز پس از احاله ی موضوع به کمیته ی روابط بین الملل .

پ) ارائه نتیجه بررسیهای کمیته  روابط بین الملل به شورا.

ت) ابلاغ موارد اتهامي به فرد مزبور .

ث) استماع دفاعیات شخص مزبور و رؤیت مستندات احتمالی.

ج) استماع دیدگاههای دو نفر موافق و دو نفر مخالف.

چ) راي گيري در خصوص اثبات تخلف یا برائت شخص مزبور.

ث) مشورت و رای گیری در خصوص نوع تنبیهی که متناسب با تخلف باشد؛ اعم از عزل متخلف ، اخراج موقت از شورا ، اخراج دائم از شورا ، معرفی به  فرهنگیان یا…

ج) انتخاب جایگزین مناسب در صورت برکناری متخلف ، مطابق مفاد این آیین نامه و سایر اقدامات تکمیلی لازم در همان جلسه یا در جلسه ی دوم که با فاصله ی چهل و هشت ساعت در فضای مجازی تشکیل خواهدشد.

ماده ۹. شورای هماهنگی مکلف است در جلسه ی فضای  حقیقی یا مجازی از میان اعضای خود ، کمیته ی پنج نفره ای را با عنوان «کمیته روابط بین الملل » برای یک دوره ی دو ساله تشکیل دهد ،شورای هماهنگی میتواند درهر مقطع زمانی،درصورت تخطی عضویا اعضای این کمیته از شرح وظایف مندرج درماده ی دهم این آیین نامه، نسبت به عزل فرد یا افراد خاطی و تعیین جایگزین مناسب ، اقدام کند .رییس دوره ای شورا در زمان ریاست تنها عضو ثابت کمیته ی پنج نفره خواهد بود و در صورت تغییر ریاست شورا رییس بعدی جایگزین میشود.

 

ماده ۱۰ . وظایف کمیته ی روابط بین الملل شورای هماهنگی عبارتند از:

الف) نظارت بر عملکرد مطلوب وقانونمند رابطان و نمایندگان شورای هماهنگی و کنترل تمام تعاملات این شورا با EI و سایر نهاد های برون مرزی و گزارش سریع هر مورد به شورا.

ب) تدوین و تحریرهرگونه نامه ، بیانیه، ایمیل و امثال آن با EI و دیگر نهادهای برون مرزی مصوب شورای هماهنگی .

پ) تهیه و تحریر متن هرگونه سخنرانی برای نماینده شورای هماهنگی درجلسات یا همایشهای رسمی EI و سایر نهادهای برون مرزی و ارائه ی آن به شورای هماهنگی جهت تصویب و تصمیم نهایی .

ت) تهیه گزارش لازم و فوری از عملکرد رابطان یا نمایندگان شورای هماهنگی در همایشهای EI یا نهادهای برون مرزی دیگر و ارائه ی آنها به شورای هماهنگی جهت اطلاع و در صورت لزوم ،اخذ تصمیم مقتضی.

ث) تهیه بروشور و مقالات حاوی آخرین اطلاعات از شرایط و عملکرد EI و دیگر نهادهای بین المللی و ارائه آن به شورای هماهنگی به منظور روز آمد بودن اطلاعات اعضاء .

ج) راه اندازی و اداره ی سامانه ی ایمیل وسایرسامانه های الکترونیکی واینترنتی مربوط به موضوعات مفاد این آیین نامه با تصویب و تایید هر مورد توسط شورای هماهنگی درفضای حقیقی یا مجازی.

چ) انجام کلیه امور و محاسبات مالی مربوط به مفاد این آیین نامه اعم از هزینه ها، حق عضویتها و… و تهیه ی گزارش یا پیشنهاد به شورا هماهنگی جهت تصویب و اقدام لازم.

 

ماده ۱۱ . تصمیم گیری در خصوص ضرورت اعزام نماینده جهت شرکت در جلسات EI یا دیگر نهادهای بین المللی، صرفا با رای موافق حداقل سه چهارم تشکلهای صاحب رای شورای هماهنگی ( در فضای حقیقی یا  مجازی ) برای هر مورد اعزام، امکان پذیر است.

 

ماده ۱۲. هنگام تصمیم گیری در خصوص انتخاب فرد یا افرادی جهت شرکت در جلسات EI یا دیگر نهادهای بین المللی،کسب رای موافق نصف به علاوه ی یک تشکلهای صاحب رای شورای هماهنگی ( در فضای حقیقی یا مجازی ) برای هر فرد ، ضروری و لازم است . لذا نماینده ی شورا برای شرکت در همایشها و جلسات EI یا دیگر نهادهای برون مرزی ، صرفا برای یک مورد اعزام انتخاب میشود و چنین عنوانی ، ثابت نیست. اما داوطلب شدن چنین افرادی برای دفعات بعدی ، منعی ندارد.

 

ماده ۱۳ . تأمین تمام هزینه های مالی مربوط به مفاد این آیین نامه اعم از حق عضویت ، هزینه ی سفر و … به صورت مساوی بر عهده ی تشکلهای صاحب رای عضو شورای هماهنگی است.

ماده ۱۴ . در تمام مواد این آیین نامه ، منظور از « شورای هماهنگی یا شورا » و «EI به ترتیب : « شورای هماهنگی تشکلهای فرهنگیان سراسر کشور» و « سازمان جهانی معلمان EI ‌« می باشد.

 

ماده ۱۵. با توجه به اینکه این آیین نامه ، روند ، رویکرد و کیفیت ارتباط شورای هماهنگی با سازمان EI و سایر نهادهای آموزشی و صنفی بین المللی را ضابطه مند و مطابق با قواعدی جدید خواهد کرد ، لازم است پس از تصویب مفاد این آیین نامه ، موارد زیر به ترتیب رعایت و اجرایی شود :

الف) تشکیل کمیته روابط بین الملل

ب) راه اندازی ایمیل جدید به نام شورا و معرفی رسمی آن به EI به عنوان تنها سامانه رسمی و معتبر ارتباطی شورا .

پ) الغای اعتبار تمام ایمیلها و سامانه ها ی ارتباطی پیشین و اعلام رسمی آن به EI .

ت) انتخاب رابط یا رابطان جدید و معرفی رسمی به EI.

ث) واریز حق عضویت EI صرفا پس از تصویب این آیین نامه در شورای هماهنگی و بعد از رویت وتایید مستندات معتبر اجرایی شدن بندهای « الف ، ب و پ » ماده ی پانزده ،توسط کمیته روابط بین الملل و تحت نظارت رییس شورا بلا مانع است.

 

این آیین نامه در پانزده ماده ، در تاریخ ۹۵/۴/۵ در جلسه کمیته ی در سومین جلسه ی بررسی تخصصی شورای هماهنگی ۹/۴/۹۵ تدوین و درتاریخ به تصویب نهایی رسید.
